I would add more stringent conditions, such as the kid needs to have....

...and/or maintain a 3.0 gpa to even be considered able to transfer and immediately play. Less than that, and he needs to take a year off from sports to get his/her grades back up. That would force programs (like UNC & Kentucky) to ensure their students are actually educated and not just pushed through fake classes.
